매년 8월 9일은 싱가포르의 '내셔널 데이'입니다. 여러 아시아 국가들이 "독립기념일"을 갖고 있는 데 반해, 싱가포르는 매년 8월 9일 자신들의 "국가 성립일"을 화려하고 성대하게 기념합니다. 이는 싱가포르가 1965년 이날 말레이시아 연방에서 따로 떨어져 분리가 되었기 때문입니다. 영국령으로 출발한 말레이시아 연방은 1957년에야 독립을 쟁취하게 되는데, 그 연방 안에서 말레이계와 중국계가 치열하게 갈등을 벌이자 아예 싱가포르는 연방으로부터 분리가 될 수 밖에 없었던 것입니다.

싱가포르는 1965년에 새롭게 출발한 신생국이면서 '독립기념일'을 갖고 있지 않는 거의 유일한 아시아 국가가 되었습니다. 그래서 내셔널데이는 싱가포르의 국가 성립을 축하하고 정체성을 다지는 "국가 축제"의 날에 가깝습니다. 싱가포르에는 크게 4가지 민족 (화교,말레이, 인도계, 유라시아계)가 뒤섰여 있으며, 당연히 다양한 종교 역시 함께합니다. 중국계가 많다고는 하지만 지리적으로는 말레이시아와 인도네시아 사이에 끼어 있기 때문에 최대한 조화로운 문화를 추구합니다. 즉, 싱가포르의 새로운 정체성을 국민들에게 알리고 새로운 "국가 정체성"를 만들어야 하는 과제를 안게 되었던 것입니다.

그래서 특히 매년 8월 9일에 발표되는 싱가포르 총리의 "기념일 메시지"는 무척 특수하고 중요한 행사입니다. 국가의 현실과 가는 방향을 가늠할 수 있는 "방향키 역할"을 하기 때문이다. 2022년 8월 9일 내셔널 데이를 맞이해 발표된 리센룽 Lee Hsien Loong 총리의 기념사를 번역해 보았습니다.**

친애하는 국민 여러분

우리는 2년 반 동안 코로나19와 싸워왔다. 우여곡절 끝에 우리는 하나가 되었다 우리는 지금 그 어디보다 좋은 상황입니다. 싱가포르는 어디보다 더 많은 백신을 받고 있고, 잘 보호되고 있다. 병원과 진료소는 여전히 바쁘지만, 견딜만한 상황입니다. 최근 전세계적으로 환자가 급증했음에도 불구하고 이전처럼  락다운과 격리를 피할 수 있었습니다.

총리로서 코로나 19와의 전쟁에 참여한 많은 개인과 단체에 감사합니다. 우리 성공의 열쇠는 우리 사회에 대한 높은 신뢰에 있었다. 싱가포르 사람들은 당신의 정부를 신뢰했고 그 충고를 따랐습니다. 어렵지만 필요한 안전 관리 조치를 수락하고 준수했습니다. 우리 국민은 예방 접종을 거부하지 않고 위험을 감내했습니다.

하지만 무엇보다도, 싱가포르인들은 서로를 신뢰했습니다. 우리는 모두 개인적, 사회적 책임을 실천한 것입니다. 아무도 확인하지 않을 때에도 우리는 옳은 일을 하였습니다. 우리는 동료 시민들을 지원하고 돌보며, 리프트로 손 소독제를 기부하고, 집에 격리된 사람들에게 음식 꾸러미를 전달했습니다. 서로에 대한 우리의 신뢰가 모든 차이를 만든 것입니다. 실제로, 코로나19는 한 세대의 시험대였습니다. 우리는 더 강하고 단결하기 위해 이 시련을 견뎌낸 것입니다. 이러한 단합은 우리가 코로나19를 넘어서 전진하게 만든 것입니다.

변화무쌍한 지정학적 환경

우리의 앞길은 쉽지 않을 것입니다. 우리 주위에서 폭풍이 몰려오고 있습니다. 미·중 관계는 난해한 이슈와 깊은 불신, 그리고 그들 사이의 제한된 관여로 날로 악화되고 있습니다. 이것은 곧 나아질 것 같지 않습니다. 게다가, 양 세력 사이의 오해와 예고 없는 사건은 긴장 상황을 악화 시키고 있습니다.

러시아의 우크라이나 침공은 세계와 싱가포르에도 깊은 영향을 미치고 있습니다. 첫째, 핵 보유국인 러시아를 많은 국가, 특히 미국과 나토 국가들이 격렬하게 적대하게 만들었습니다. 이러한 (문명 간) 적개심은 상당히 깊어 쉽게 풀리지 않을 것입니다. 둘째, 이 침략은 유엔 헌장에 따른 주권과 영토 보전의 기본 원칙을 위반하고 있습니다. 이러한 원칙들이 우리의 안보와 심지어 우리의 존재를 뒷받침하기 때문에 이것은 싱가포르에 특히 중요합니다. 셋째, 유럽에서의 전쟁은 아시아 태평양 지역의 안보에 영향을 미칠 것이다. 이미 중국은 미국과의 관계, 그리고 아시아의 미국의 파트너들과의 관계를 더욱 악화 시켰다. 싱가포르는 우리 주변 지역의 극심한 경쟁과 긴장에 시달릴 것 입니다.

우리가 이걸 어떻게 할 수 있을까요? 단결하는 것은 싱가포르의 생존을 위한 열쇠이다. 이것은 점점 더 문제가 되는 세계에서 도전을 다루는 유일한 방법이다. 우리는 우리의 전면적인 방어력에 기대해야 하고, 강력하고 신뢰할 수 있는 국제금융기관과도 뜨거운 연대를 유지해야 합니다. 우리는 또한 앞으로 수십 년 안에 우리 지역이 이전처럼 평화롭고 안정적이지 않을 수도 있다는 것을 각오하고 심리적으로 대비해야 할 것입니다.

경제적 환경

하지만, 보다 시급한 것은 경제적 도전입니다. 우리 경제가 바이러스 대유행을 뚫고 강하게 부상했음에도 불구하고, 미래 전망은 상당히 흐려졌음을 부인할 수 없습니다. 러시아가 우크라이나를 침공하기 전에, 전염병은 이미 글로벌 공급망을 붕괴시켰고 인플레이션은 크게 상승하고 있었습니다. 그러나 우크라이나 침공은 두 가지 문제를 보다 악화시키고 있습니다. 식량과 에너지 가격이 전 세계적으로 가파르게 오르고 있는 것입니다.

이미 싱가폴사람 모두가 생활비를 크게 걱정하고 있다는 것을 알고 있습니다. 정부는 물가 상승 대처를 위해 필요한 모든 조치를 다 하고 있습니다. 정부는 이를 가장 필요로 하는 사람들을 위해 여러 지원 패키지를 발표했습니다. 몇몇 조치들은 이미 시행되었고, 앞으로 몇 달 안에 더 많은 정책들이 나올 예정입니다. 우리는 식량과 다른 필수품들의 공급을 확보하기 위해 결단력 있게 행동했고, 우리의 공급원을 다양화하고 적절한 비축량을 쌓았습니다. 초일로서 또한 기업과 지역 단체들이 그들만의 지원 프로그램을 시작한 것을 보게 되어 기쁘기 그지 없습니다. 상생의 자세로 싱가포르는 함께 더 강해질 수 있습니다.

한편, 우리는 수입 인플레이션을 억제하기 위해 환율 정책을 강화하고 싱가포르 달러를 강화했습니다. 정부는 또한 상황이 악화될 경우 싱가포르 사람들을 돕기 위해 더 많은 일을 할 준비가 되어 있습니다. 그러나 기본적인 현실은 국제 경제 상황이 바뀌었다는 것입니다. 세계는 우리가 최근 수십 년간 누려온 낮은 인플레이션 수준과 금리로 돌아오지 못할 것입니다. 이러한 변화에 대한 싱가포르의 더 깊은 대응은 우리의 산업을 변화시키고, 우리의 기술을 향상시키고, 우리의 생산성을 높이는 것이어야 합니다. 그러면 우리의 임금은 인플레이션보다 더 오를 수 있고, 싱가포르 사람들은 해마다 더 나은 실질 소득을 누리게 될 것입니다.

이러한 당면한 문제 외에도, 또한 장기적인 안목을 가져야 합니다. 지금 저는 싱가포르의 자랑인 "가든스 바이 더 베이"에서 연설 중입니다. 올해는 이 정원의 10주년이지만, 이곳은 수십 년 동안 준비를 거쳐 만들어진 곳입니다. 애당초 제가 서 있는 곳은 오염 지대 였습니다. 약 50년 전에, 우리는 미래의 다운타운을 만들기 위해 이곳을 개간하기 시작했습니다. 그리고 우리는 새로운 시내가 단지 사무실과 주거용 건물이어야만 하는 것이 아니라, 그 중심부에 상징적인 녹색 공공 공간이 있어야 한다고 결정했습니다. 이렇게 해서 가든스 바이 더 베이(Gardens by the Bay)는 구상되고, 설계되고, 건설된 것입낟. 2012년에 문을 연 이래로, 정원은 싱가포르 사람들이 즐기고 매우 자랑스러워하는 랜드마크가 되었다. 그리고 우리는 계속 발전하고 있습니다. 곧, 우리는 창립자 기념비가 있는 베이 이스트 가든에서 작업을 시작할 것입니다.

작년 도심개발청URA는 장기 계획 검토를 시작했습니다. 많은 주민들과 상의하여 우리 도시의 다음 행선지로 재상상할 수 있는 아이디어를 찾는 일입니다. URA 센터에서 진행 중인 전시회는 주요 개발을 위한 컨셉과 새로운 커뮤니티와 녹색 공간을 만들기 위한 아이디어를 보여주고 있습니다. 이러한 개념들은 싱가포르가 될 수 있는 것에 대한 우리의 집단적인 꿈과 열망을 나타냅니다. 우리의 뿌리와 유산을 강화하면서 우리가 살고, 일하고, 노는 방식을 변화시킬 것입니다.

물론 장기적인 계획이 물리적 인프라에만 관한 것은 아닙니다. 우리는 또한 경제적 진보와 사회적 회복력을 지속할 필요가 있습니다. 즉, 우리 국민들이 그들의 잠재력을 최대한 발휘할 수 있도록 투자하고, 우리의 노약자들을 돌보고, 공동의 정체성을 배양하며, 우리의 손자들과 그 이상의 사람들에게 밝은 미래를 건설하는 것이다. 각 세대는 자신들이 물려받은 싱가포르보다 더 나은 싱가포르를 건설하기 위해 더 높고 대담하게 목표를 세울 수 있어야 합니다.

My fellow Singaporeans,

We have battled Covid-19 for 2½ years now. After many ups and downs, we have come through as one united people. We are now in a much better position. Our population is highly vaccinated, and well protected. Our hospitals and clinics are still busy, but not overwhelmed. Despite the recent surge in cases, we have been able to avoid tightening measures again.

I thank the many individuals and organizations, public and private, who have participated in the fight against Covid-19. Key to our success has been the high level of trust in our society. Singaporeans trusted your government, and followed its advice. You accepted and complied with difficult but necessary safe management measures. You stepped forward to get vaccinated when your turn came.

But above all, Singaporeans trusted one another. We all practised personal and social responsibility. We did the right thing even when no one was checking. We supported and took care of fellow citizens, contributing hand sanitiser in lifts, and delivering food packs to those quarantined at home. Our mutual trust in one another made all the difference.

Indeed, Covid-19 has been the test of a generation. We held up through this trial, to emerge stronger and more united. This unity is crucial as we move forward beyond Covid-19.

Geopolitical environment

Our road ahead will not be easy. Around us, a storm is gathering. US-China relations are worsening, with intractable issues, deep suspicions, and limited engagement between them. This is unlikely to improve any time soon. Furthermore, miscalculations or mishaps can easily make things much worse.

Russia's invasion of Ukraine also has profound implications for the world and for Singapore. First, it has set Russia, a nuclear power, bitterly against many states, especially the US and the Nato countries. The hostility is deep, and will not be resolved easily. Second, the invasion violates fundamental principles of sovereignty and territorial integrity under the United Nations Charter. This is particularly vital to Singapore, because these principles underpin our security, and even our existence. Third, war in Europe will affect regional security in the Asia-Pacific. Already it has further strained China's relations with the US, and with America's partners in Asia. Singapore will be buffeted by intense rivalry and tensions in the region around us.

What can we do about this? Staying united is key to Singapore's survival - it is the only way to deal with challenges in an increasingly troubled world. We must look to our Total Defence, and maintain a strong and credible SAF and Home Team. We must also brace ourselves and be psychologically prepared that in the next decades our region may not be as peaceful and stable as it has been thus far.

Economic environment

More immediate, however, are the economic challenges. Even though our economy has emerged strongly from the pandemic, the outlook has clouded considerably. Before Russia invaded Ukraine, the pandemic had already disrupted supply chains, and inflation was already rising. But the invasion has aggravated both problems. Food and energy prices are rising all around the world.

I know that the cost of living is at the top of everyone's minds. The Government is doing everything necessary to help Singaporeans cope with rising prices. We have announced multiple support packages, targeting assistance to those who need it most. Some measures have already been implemented, and more will be rolled out in the coming months. We have acted decisively to secure supplies of food and other essentials, diversifying our sources and building up adequate stockpiles. I am also glad to see that companies and community groups have initiated their own support programmes. By helping each other, Singapore can be Stronger Together.

Meanwhile, we have tightened our exchange rate policy and strengthened the Singapore dollar, to dampen imported inflation. The Government also stands ready to do more to help Singaporeans if things worsen. But the basic reality is that international economic conditions have shifted. The world is not likely to return any time soon to the low inflation levels and interest rates that we have enjoyed in recent decades. Singapore's deeper response to this shift must be to transform our industry, upgrade our skills and raise our productivity. Then our wages can go up higher than inflation, and Singaporeans can earn more in real terms year by year.

Securing our future

Beyond these immediate issues, we must also look to the long term. I am speaking to you from Gardens by the Bay. This year is the Gardens' 10th anniversary, but the Gardens were decades in the making. Where I am standing used to be open sea. About 50 years ago, we started to reclaim land here to create Marina South and a future downtown. And we decided that the new downtown should not just be office and residential buildings, but would have at its heart an iconic green public space. Thus was Gardens by the Bay conceived, designed and built. Since it opened in 2012, the Gardens have become a landmark which Singaporeans enjoy and are very proud of. And we keep on improving. Soon, we will be starting works at Bay East Garden, where the Founders' Memorial will be sited.

This is how we do things in Singapore - always daring to dream, setting our sights on the next frontier, and searching for better solutions and fresh possibilities. We look and plan ahead not just for the next five or 10 years, but for the next 30 or 50 years and beyond.

Last year, the URA launched the Long-Term Plan Review. They consulted and engaged many people, old and young, looking for ideas to reimagine our city and island for the next bound. The ongoing exhibition at the URA Centre showcases concepts for major developments, and ideas to create new communities and green spaces. These concepts represent our collective dreams and aspirations for what Singapore can become. They will transform the way we live, work and play, while strengthening our roots and heritage. There is a lot for Singaporeans to look forward to.

Of course, long-term plans are not just about the physical infrastructure. We also need to sustain economic progress and social resilience - investing in our people to reach their full potential, taking care of our elderly and vulnerable, fostering a common identity and building a brighter future for our grandchildren and beyond. Each generation should be able to aim higher and bolder, to build a better Singapore than the one they inherited.

DPM Lawrence Wong and the 4G team have launched the Forward Singapore exercise, to involve citizens in refreshing our social compact, and to chart our way forward together. I invite you to participate actively, contribute your ideas, and help to shape our future Singapore.

Conclusion

We must never stop imagining and building the Singapore we want, even as we strengthen our guard against what can go wrong. Covid-19 will not be Singapore's last crisis. More storms and turbulence lie ahead. But do not fear. As long as we stay united and resolute, we can keep our nation peaceful and secure, build a more prosperous economy, and forge an inclusive society that all of us can belong to and can be proud of, for many years to come.
